2023 Fantasy Football Rankings: Top 32 quarterbacks

Josh Allen leads the quarterbacks: He’s outscored all other quarterbacks over the last few seasons, and he has a slew of new receivers to help the offense.

Justin Fields rounds out the top-two tiers: Fields put up extraordinary numbers as a rusher and now, he has a new top receiver.

• The value of elite quarterbacks is on the rise: With Tom Brady retired and other older quarterbacks' play declining, there is more scarcity of great quarterbacks compared to recent seasons.

Tier 1

1. Josh Allen, Buffalo Bills

Allen is at the peak of his career and gained a group of new receivers to help him.

  • Allen’s thrown 2.3 big-time throws per game over the last three seasons, which is the best among quarterbacks. That has only increased, with a league-leading 2.5 last season.
  • The Bills added the second-best tight end prospect in the last five seasons, Dalton Kincaid, in the first round of the draft, as well as two solid role players in free agency in Deonte Harty and Trent Sherfield.
  • The Bills had four players with 50 or more routes and sub-63.0 PFF receiving grade. Three of them are off the roster while tight end Quintin Morris remains but is further down the depth chart.

2. Jalen Hurts, Philadelphia Eagles

Hurts recorded 25.6 PPR fantasy points per game last season, which was the best among quarterbacks.

  • He’s known for his rushing ability, and his 0.87 rushing touchdowns per game were second-most among all players regardless of position last season.
  • Hurts also put up plenty of big plays in the passing game but also limited bad plays. His 2.0% turnover-worthy plays per rate ranked second-best among quarterbacks.
  • The main concern keeping him from the top spot is the loss of offensive coordinator Shane Steichen, who left for the Indianapolis Colts, and an investment in running backs Rashaad Penny and D’Andre Swift, which could take some of Hurts' rushing production.

3. Patrick Mahomes, Kansas City Chiefs

Mahomes has been the most consistent fantasy quarterback of the last five seasons.

  • His 23.8 passing fantasy points on dropbacks per game has been the best among quarterbacks, thanks to a league-leading 2.4 passing touchdowns per game.
  • He accrued 308.9 passing yards per game last season, which also led quarterbacks.
  • His rushing production is among the best for fantasy quarterbacks but isn’t close to the other two quarterbacks in this tier.
  • Mahomes' biggest concern is his best target will be turning 34 years old in three months while his top wide receivers either have an injury history or are young and unproven. Losing long-time offensive coordinator Eric Bieniemy also adds some instability.
  • There is a decent-sized gap between Tier 1 and the rest, making their draft value higher than in past years.

Tier 2

4. Lamar Jackson, Baltimore Ravens

Jackson has been a consistent fantasy quarterback when healthy, and a new offensive coordinator could unlock more value.

  • His 21.5 PPR fantasy points per game ranked fifth out of all players since 2020.
  • He’s known as a rushing quarterback, and his 8.1 rushing fantasy points per game are the most since 2020.
  • He’s also been a touchdown machine throwing with a touchdown on 6.1% of his attempts, which is third-most over the past five years.
  • The Ravens brought in a new offensive coordinator in Todd Monken, which will lead to more passing volume for the offense. 
  • Baltimore made significant upgrades at wide receiver this offseason, including first-round rookie Zay Flowers in addition to veterans Odell Beckham Jr. and Nelson Agholor. Former first-round pick Rashod Bateman, who missed most of last season, should also be healthy.
